A container of appliances can be perfectly packed, correctly priced and still lose two weeks at the port because one model lacks the right certification before it ever sails.
What the BPS List Changes About Your Timeline
The Bureau of Philippine Standards maintains a list of products under mandatory certification. It covers roughly 113 product lines, and household appliances such as air conditioners sit inside it. For a listed product, an importing shipment needs either a Philippine Standard licence behind it or an Import Commodity Clearance for that shipment.
That requirement does not begin at the customs desk. It begins at the moment you choose a model, because the certificate follows the product and the factory, not the invoice. Buyers who order first and ask about certification later usually discover the gap while the container is already on the water.
The practical consequence is simple. Certification is a pre-shipment task, and it decides the sailing date far more often than space availability does.
Who Needs PS, Who Needs ICC

PS licence
A Philippine Standard licence is held against a manufacturing line and a product type. It is the stronger route for an importer who will bring in the same range repeatedly, because each shipment then references a certificate that already exists.
ICC clearance
Import Commodity Clearance is issued per shipment. It suits one-off orders and mixed ranges, and it depends on test reports the factory must supply before the goods arrive. The paperwork is checked against the actual units, including the model number printed on the carton.
What is not on the list
Not every appliance is covered. A product outside the mandatory scheme still needs a correct tariff classification and a compliant invoice, but it does not need a mark. Assuming that everything electrical is covered wastes money; assuming nothing is covered wastes containers.
Documents We Check Before Booking
We ask for the test report, the certificate or application reference, and photos of the rating label on a production unit. Then we compare three things that must match exactly: the model number on the certificate, the model number on the carton, and the description on the commercial invoice.
Mismatches here are the most common cause of a hold. A certificate for model ACP-12 does not cover ACP-12S, even when the only difference is a remote control.
Sample units sent ahead of a full order are checked separately, because the threshold described in our Philippines BOC de minimis rules 2026 note decides whether duty applies at all.
How the Shipment Moves

- Collection. Factory pickup, carton check and a scan of the rating label against the certificate.
- Export. Booking, container loading, and an export declaration that matches the invoice.
- Clearance. Duty and VAT assessed, certification documents presented, container released.
- Delivery. Trucked to your warehouse or dealer, with installation-site delivery arranged where needed.
The document chain at each stage is set out on our service flowchart.
Why Shippers Choose Sunny Worldwide Logistics
We quote DDP, which means the figure you receive already carries duty and VAT. For appliances that is a useful discipline: it forces the conversation about classification and certification to happen before the price is agreed, rather than in a queue at the port.
We also check the invoice against the certificate before the container is sealed, not after. That one step has prevented more delays for our appliance clients than any amount of chasing once the vessel has sailed.
Most appliance traffic we handle lands in Manila and moves to Cavite, Laguna and Pampanga. See the China to Manila route page for the corridor detail.
Frequently Asked Questions
Can you ship appliances if the certificate is still pending?
We can book and load, but we will not promise a clearance date for a listed product without the certificate or ICC reference. Sailing without it usually trades a short delay at the factory for a longer and more expensive one at the port.
Does DDP include the cost of ICC?
No. Certification is a product compliance cost paid to the testing and certification route, not a freight charge. Our DDP figure covers transport, duty and VAT. We state that boundary clearly so it does not surface as a surprise later.
What if my shipment mixes listed and unlisted models?
Then the shipment needs the certification documents for the listed models only, but the invoice must separate them clearly. Mixed shipments fail on documentation far more often than on inspection.
Send the model list and certificate references through our contact page and we will tell you what is missing before you pay a deposit.
