7009 cabinets will be discarded if expired! The Port of Manila was suddenly cleared, overdue abandoned goods were confiscated and auctioned, and freight forwarders quickly checked the list
July 6, 2026 | Philippines route warning
When doing freight forwarding and foreign trade in the Philippines, please pay attention——The Philippine Customs (BOC) officially issued a document on July 3. A total of 7,009 customs-cleared but unpicked containers in the two major Manila ports are required to be moved out within a time limit. If the container is overdue, it will be directly deemed as abandoned cargo (Abandoned Cargo) in accordance with Customs Administrative Order No. 17-2019 (CAO No. 17-2019), confiscated, auctioned or destroyed, and the loss will be fully borne by the cargo owner.
This is not a routine reminder - it is a special customs congestion relief operation with zero grace.

Warning for large buyers: Each of the 27 consignees in the PoM list involves more than 50 containers. The top three are House Technology Industries (117 containers), Union Galvasteel Corp. (116 containers), and Primeeight Consumer Goods Trading (102 containers). If you represent the above-mentioned clients, please verify immediately!
Legal red line: Duty paid release ≠ safety, 30 days is a dead line
In accordance with the Customs Modernization and Tariff Act (CMTA) of the Philippines and CAO No. 17-2019:
-
✅ After the goods are taxed and released by customs,Must be picked up and departed from the port area within 30 calendar days
-
❌ The Alert Order is suspended if it is not submitted after the expiration date and is not valid——Automatically regarded as abandoned goods
-
🔨 Customs will issue Decree of Abandonment, the goods will be confiscated, publicly auctioned or destroyed free of charge
-
💸 Demurrage and terminal storage fees will continue to accumulate until the pick-up/abandonment date.Abandoned goods will not be exempted from arrears
⚠️ Common misunderstanding: "Ignore it after customs clearance and wait for customers to pick it up"——The 6931 containers named this time are just a typical case where the duty has been paid and released, but the consignee delayed and did not mention it.
What suggestions do you have for the practical operations of freight forwarders/customs brokers?

Main points |
|---|---|
|
Check now |
Compare the 174-page list published by BOC-PoM (or ask the cooperative customs broker to check) to confirm whether there are self-operated operation cabinets on the list. |
|
Pressure |
Notify the consignee in writing: release date 30 days = last day to pick up the goods, overdue goods will be paid for free demurrage will be borne by you.It is recommended to leave a trace in the mail |
|
Special goods |
Food/frozen goods/perishable/goods requiring quarantine permission have the highest priority - there is no negotiation for the destruction of abandoned goods |
|
MICP expired cabinet |
A "final reminder" has been issued to 78 containers that have been detained for more than 30 days. There will be no second reminder. It is recommended that towing arrangements be completed today and tomorrow. |
|
Empty container control |
The upper limit for empty containers in the port is 90 days (the spirit of CAO No. 08-2019). Shipping companies that exceed the deadline are also facing accountability, and cooperative shipowners are reminded to conduct self-inspections simultaneously. |
Supplementary instructions for foreign trade companies
-
Under FOB terms: Normally the buyer is responsible for customs clearance and delivery of goods, but if the seller assists in arranging an agent at the port of destination, it must confirm that the agent has fulfilled its notification obligations to avoid joint and several liability disputes.
-
Under the CIF/DDP clause: the consignor/agent has a more direct responsibility for urging the delivery of goods at the port of destination. It is recommended that the supplementary clause "Failure to pick up the goods at the port of destination after the due date shall be deemed to be abandoned, and the loss shall be borne by the buyer" is added to the contract.
-
Insurance Tips: General freight insurance does not cover abandoned goods/confiscated by customs. This is a commercial risk rather than a transportation accident.
📌The Manila Port yard has been full for a long time, and this round of BOC cleanup is likely to become normal——"Released but not mentioned" will be the focus of law enforcement in the next stage. Please immediately check the goods in transit/released but not picked up on the Philippines line, and rush to unload the goods before the 30-day deadline to avoid the tragedy of abandoned goods due to customer delay.
